Hi Arkix, good to have you on board.
First things first, your Apple monitor's power switch will only work if you use a graphics card with ADC on a G4. G5 cards such as the 6800 GT Apple card will power on from the monitor from the DVI socket as they have the required printed circuit plug that pushes into the logic board & supplies 28v power to the monitor.
There may be various reasons why your computer will not sleep, but these steps are worth trying to find the culprit.
1. If you have a USB2 card in you PCI slots, remove firstly anything connected to it & try sleep & then try removing the card. 2. If you have any Firewire harddisks or otherwise, disconnect them. 3. If you have the original graphics card try swapping with the 6600 GT & try sleep. I found that any bluetooth devices attached to my FW800 MDD would give the same symtoms as you have.
Probably one of the best ways to get to the bottom of this is to return the hardware to stock if you can then add back in your extra hardware one piece at a time untill you hit the snag. If you return the computer to stock & still have the same problem, come back & I will tell you which preference files to trash to return OS X to default.
Look forward to hearing from you.

6600GT could be the source of your issue. many 6x flashed cards have random wake from sleep issues, depending on your other upgrades... It's not systematic though.

any PCI card can cause sleep/wake from sleep issue. Sometimes, 2 PCI+AGP cards will cause issues, whereas they wouldn't if used seperately. I always thought sleep was not very reliable with macs, even with original hardware. Many G5 have wake from sleep issues, and since most flashed cards use rom (or part of the rom) from G5 cards, all the wake from sleep issues could come from it... (but it's only mere suposition)
