Ok, i need someone who knows a little about terminal.
Since my new website is on the brink, i need to change permissions from my old archived website so it can be viewable by all.
I already tried the whole /etc/apache2/users/ command line ordeal and nothing changed. Every file still in the ~/Sites/ folder still says "Everyone - no access"
How do i change that, and i have SFA knowledge in using terminal.

Well, i got a hold of vaz, and he told me that i could click the little icon "Apply to enclosed items". Well, that worked and now my old archived website can be viewed by all.
