Well, yes you can do it with Adobe Photo Shop or Adobe PDF Maker. Open up Either and find the file you want to edit, in the edit box it will ask what the output size will be either in inches or in pixels you can choose and make the image either, Then simply raise or lower the numbers in the boxes to the desired size you want.

In Adobe Photo Shop the box when you Open the PDF will read, "Import PDF" and you can alter the PDF any way you want here. In Adobe PDF Creator/Maker whichever you will pay a good deal of money so you can create PDF and manage them. With the Photo shop you can alter the image just not save a .jpg or a .bmp as a PDF.
